Trump’s energy truce faces immediate test after Russia strikes Kharkiv power plant

President Donald Trump announced on Sunday that Russia and Ukraine had agreed to an immediate halt in attacks on energy infrastructure, but the arrangement was quickly disputed after Ukraine reported further strikes. Trump gave no operational details and urged both sides not to violate the ceasefire.

Ukrainian President Volodymyr Zelenskyy said Kyiv welcomed the proposal and was prepared to stop attacking Russian energy facilities if Moscow did the same. He said Russian drones, glide bombs and strikes on Ukrainian infrastructure continued, including an attack on a power plant in Kharkiv shortly after Trump’s announcement. Ukrainian officials also reported strikes on a gas-production facility and a civilian gas station.

Russia did not immediately confirm that it had accepted the arrangement. Kremlin spokesman Dmitry Peskov later said only that contacts were continuing. Trump maintained on Monday that both sides had agreed, while acknowledging that he would need to examine reports of violations.

The dispute comes as energy facilities have become central targets in the war. Russian attacks have repeatedly disrupted electricity, heating and water supplies in Ukraine, while Ukrainian forces have targeted Russian refineries and other energy sites. Zelenskyy said Ukraine had followed the proposed pause since Trump’s announcement and described it as a possible first step toward ending the wider war, but questioned whether Russian President Vladimir Putin was willing to comply.

European officials welcomed the possibility of a pause but expressed doubt that Russia would respect it. EU foreign-policy chief Kaja Kallas said there was no indication yet that Moscow would honor the arrangement and argued that any meaningful ceasefire should also stop the killing of people, not only attacks on energy infrastructure.
