Democratic Midterm Sweep Puts Texas Data Centers and Crypto Policy Under New Pressure

Democrats captured control of Congress in the 2026 midterm elections, while a series of high-profile state races reshaped the political landscape around technology, energy and digital assets. The result followed a night of Republican losses in several contests that had been central to the party’s national strategy, although some Senate races remained unresolved as ballots continued to be counted.

Texas delivered the most consequential result for artificial-intelligence infrastructure. Democrat Gina Hinojosa defeated Republican Gov. Greg Abbott, ending more than three decades without a Democratic statewide victory and making her the state’s governor-elect. Hinojosa had campaigned for a moratorium on new data centers in Texas, which accounts for about 26% of planned U.S. She later said Abbott had promised full cooperation during the transition and pledged to lead a bipartisan administration.

The Texas result immediately became a market issue because the state is home to major data-center and power projects. Galaxy Digital’s Helios campus hosts CoreWeave, while IREN, Cipher Digital and Riot Platforms also have significant Texas exposure. NRG Energy and Vistra could be affected by changes to expected electricity demand, while Vertiv, Eaton, Nvidia and AMD have more indirect exposure through equipment and chips. Abbott had already suspended some data-center permits in September amid concerns over electricity costs, water use and grid reliability. After the Democratic victories, the S&P 500 fell 4. 4%, the Nasdaq composite dropped 5. 5% and AI-linked stocks came under pressure as investors weighed possible construction pauses.

The election also produced mixed results for crypto-aligned Republicans. Florida elected Byron Donalds governor, while Georgia elected Democrat Keisha Lance Bottoms, the first woman and first Black governor of the state. West Virginia Republican Shelley Moore Capito won reelection, and Tennessee Republican Bill Hagerty was leading his Democratic challenger; Hagerty had been a chief sponsor of the stablecoin-focused GENIUS Act. Wyoming Republican Cynthia Lummis, a prominent crypto supporter who served one Senate term, did not seek reelection. Bitcoin traded just below $77,000 during the election-night market reaction, while the World Liberty Financial token fell about 2%. The incoming Democratic majority will now determine whether recently advanced crypto legislation moves forward, while Texas officials face the immediate task of deciding how the state’s data-center expansion should proceed.
