The facility will produce wet-process lithium-ion battery separators, covering base film and coated film. Those materials are intended for power batteries, energy-storage batteries and some 3C electronics products. The project will be built in two phases and is planned to include 16 production lines in total.
The company expects the project to reach full production in the third year after the first phase begins operating. These are stated project targets rather than results from an operating facility, and the available reporting does not provide a firm date for the first production run.
The location is designed to connect the plant with battery manufacturers across southwest China. Planned supply links include CATL’s Yibin base and CALB’s Chengdu base, while the facility is also expected to serve SVOLT’s Chengdu base in the Eastern New Area. The project’s position along the Chengdu-Chongqing development axis is expected to reduce transport costs and shorten coordination cycles between the separator producer and nearby battery customers.
The development followed a rapid local setup. Shaanxi Huatuo Enterprise Management Holding Co., established in 2019 as the group’s core holding platform, registered the Sichuan subsidiary in Chengdu Eastern New Area in April 2026. The separator project was signed and settled in Jianzhou New City in July, putting it from formal agreement to groundbreaking in about three months.
The project is also tied to the district’s broader industrial planning. Chengdu Eastern New Area has set a target for its new-energy and intelligent-vehicle industrial chain to exceed 85 billion yuan by 2027. Huatuo’s plant is described as a supporting project for that chain, with its next verified milestones being phased construction, first-stage commissioning and the eventual production ramp described in the plan.
